Federal MPs might be celebrating a pay rise this Christmas, but for many families the
season brings little reason to be merry.

Launching its annual Christmas toy and food appeal, Anglicare Victoria chief executive
PAUL MCDONALD says there's been a 52 per cent surge in demand for financial counselling
in the state in the past 12 months.

Requests for emergency relief food parcels have also climbed by up to 20 per cent in
some areas of Melbourne, with those in need coming from a broader range of circumstances
than before.

Anglicare Victoria is hoping to secure donations to deliver five thousand toys and
more than 2000 food hampers to families in need.

Dell'Oro Group, a provider of market information about the networking and telecommunications industries, announced that wireline voice core market revenues stabilized in 2010, falling only 1 percent last year after double digit declines the prior two years.

According to a release, during 2010, strength in newer segments focusing primarily on all-IP networks and telephony applications (namely, session border controllers and voice application servers) failed to offset declines in softswitches and media gateways, which focus on providing services in a mixed TDM and IP environment.
"The wireline voice core market declined slightly in 2010 as consumers increasingly opted for wireless and over-the-top Internet- based services like Skype and Google Voice," said Greg Collins, Vice President at Dell'Oro Group. "There are some bright spots, however, including business VoIP services, such as hosted unified communications, hosted PBX, and SIP trunk services, that have seen strong growth and are key drivers of the impressive increase in the SBC and voice application server markets."

According to the report, Acme Packet gained market share in the SBC segment during 2010, and Broadsoft gained market share in the voice application server segment.

NSW:Sydney woman hurt after DIY disaster

SYDNEY, Dec 8 AAP - A woman is in a critical condition after being trapped underneath
plasterboard sheeting for more than six hours at her outer south western Sydney home.

The 34-year-old was moving cement and plasterboard sheeting inside a shipping container
on her Proud Place property in Mt Hunter, southwest of Sydney, on Tuesday when she was
pinned to the ground across her legs.

The woman was unable to free herself and could not alert anyone as she was home alone.

She was not discovered until her children returned home from school.

Police and Fire Brigades Rescue personnel were immediately called to the scene.

They commenced an operation to lift the sheeting and free the woman.

Shortly before 6pm, the woman was freed and taken to Liverpool Hospital with a broken femur.

She is currently in the Intensive Care Unit in a critical condition.

CANBERRA, July 9 AAP - Prime Minister Julia Gillard has clarified her asylum seeker
policy, confirming that East Timor is her preferred choice for a regional processing hub
for refugees.

Visiting Western Australia, the prime minister narrowly escaped an egg thrown by a
disgruntled small-business owner, but she could not avoid intense interest in her plans
for the proposed offshore processing centre.

"I'm very pleased to see that both the president and the prime minister of East Timor
are looking forward to discussions around a concrete proposal," Ms Gillard said.

"On Tuesday ... I indicated I'd had a conversation with the president of East Timor
and that we would be further pursuing discussions with them."

"So that's our focus."

The comments came after the prime minister on Thursday denied she had specifically
suggested East Timor as the intended location for the processing centre.

Despite Ms Gillard's latest remarks, Home Affairs Minister Brendan O'Connor on Friday
also denied East Timor had been specifically earmarked.

"It was on Tuesday the prime minister made clear she would be discussing this matter
and indeed had discussed the matter with the president of East Timor about the possibility
of a regional processing centre," he said.

"There has been no reference to where."

Opposition Leader Tony Abbott seized on the development, saying the government's asylum
seeker policy was unravelling.

"It's very clear that what were seeing is again, a pattern of incompetence and deception
from the government," Mr Abbott said.

Confusion over the government's policy emerged as protesters rallied in Melbourne and
Perth over the planned resort to offshore refugee processing.

Ms Gillard, visiting Western Australia for the first time as prime minister, was also
confronted with protests about climate change and was the target of an egg thrown by a
man apparently complaining about small business policy.

The prime minister was entering the ABC studios in Perth about 9.30am (WST) on Friday
when the egg was thrown.

It hit a policewoman on the back and smashed against a wall.

Police arrested a 55-year-old man outside the building.

Ms Gillard brushed the drama aside, later apologising on air to the police officer
who was hit by the egg.

"I did see something fly past, and I have met the lady who was coming in who ended
up with the egg - on the back of her raincoat fortunately - so she'll be able to wipe
it off," she said.

The prime minister also used her visit to the resource-rich state to guarantee the
government would not expand its recently negotiated resources tax regime to include minerals
other than iron ore and coal.

Some sections of the mining industry have expressed concern that if the government
is re-elected, it might expand the arrangement to include other minerals.

Asked if she could guarantee the government would not try to apply the tax to other
minerals, such as copper, uranium and gold, Ms Gillard replied: "I can give that guarantee
absolutely."

"If we are re-elected, we will move to legislate the tax as it's been described, arising
from the breakthrough agreements eight days into being prime minister," Ms Gillard said.

The prime minister also announced changes to the childcare rebate which will see it
paid every fortnight instead of quarterly. The change would ease cost of living pressures
for families, she said.

The government on Friday also announced it would delay the introduction of legislation
setting up a mandatory internet filter until after a review into the policy is completed
next year.

CANBERRA, Dec 17 AAP - Millions of vision and hearing impaired Australians are at risk
of not receiving new life saving bushfire warnings.

The national emergency alert system, currently under trial, sends text messages to
mobile phones registered to addresses near threatening fires.

Developed in response to the deadly Black Saturday fires, the $15 million taxpayer-funded
system also makes calls to landlines in areas at risk.

The Australian Federation of Disability Organisations says the alerts fail to reach
millions of people with disabilities.

"As it stands the system has put people with disabilities lives at risk," the lobby
group's spokesman Dean Barton-Smith told AAP.

"People with disabilities who rely on text telephone services (TTY) or other forms
of communication and aids, will simply miss out."

The federation voiced its concerns to the Victorian government department responsible
for the system's initial development earlier this year.

It wanted TTY, used by around 17,000 Australians, included as well as compulsory captions
on the television warning advertisements.

A spokeswoman for the office of the emergency services commissioner says it wasn't
feasible to include the TTY in the initial system, but is a service that could be included
at a later stage.

The peak body representing the deaf, Deafness Forum Australia, is furious the measures
weren't incorporated in time for the bushfire season.

More than 3.5 million Australians have some sort of hearing loss, and many are elderly
who are not text savy, spokeswoman Nicole Lauder says.

"Every Australian has the right to be warned of these types of emergencies, it should
be a warning system for everyone who's at risk," she told AAP.

The Blind Society also says more than 400,000 Australians with vision impairments can't
rely on the text messages.

Canberra branch president Peter Granleese says very few people have the technology
to convert text messages to audio.

"Text messages would not be the way to go, you can't rely on that at all, very few
of our clients would be able to be contacted," he told AAP, adding that many people don't
have home phone voicemail.

He suggested a national database be set up to identify people at risk of not receiving
the messages.

The ACT government, which undertook a trial of the alert service on Thursday, said
the system is just one tool for bushfire management.

"It is crucial that communities do not rely on receiving a telephone warning and have
an emergency plan," Emergency Services Minister Simon Corbell told AAP.

on the life of Mary Mackillop, a day after the centenary of her death.

Hundreds gathered for services across the globe on Saturday to mark 100 years since she died.

They had hoped to also mark the occasion with news of her sainthood, but the Vatican's
anticipated official confirmation has yet to come through.

Mr Rudd, who has backed the appeal to make her Australia's first saint, says it is
a time of reflection for all Australians.

"She was an extraordinary Australian, an extraordinary worker for the poor," he told
reporters after attending his regular Sunday church service in Canberra.

"This is a moment, therefore, not just for commemoration and reflection and celebration
by the Catholic community, but by the entire Australian community."

The Archbishop of Sydney, Cardinal George Pell says he believes Mary MacKillop's canonisation
is a "certainty" and has urged Rome to make the declaration soon.

Emergency services have welcomed forecasts of milder weather for Victoria .. and say
it will help them continue in their battle to contain several ongoing bushfires.

Around five thousand firefighters are battling 12 ongoing blazes in Victoria this afternoon
.. including 600 from interstate and overseas.

CFA deputy chief officer GEOFF CONWAY says the weather forecast for the next week will
allow them to continue work in consolidating control lines and backburning over the next
few days.

Meanwhile .. Marysville residents have piled onto buses to be taken for a visit to
their town for the first time since it was destroyed in last Saturday's hellfire.

Nearly all of the town's residents have lost their homes and it's feared as many as
100 people might have been killed in Marysville .. one fifth of the town's residents.

Residents were told they had to show ID papers .. stay on the bus and not take photos
of the town.

Plans are already underway for the future .. with a detailed proposal on what to do
next in the bushfire ravaged towns to be presented to the state government next week.

Major General JOHN CANTWELL .. acting head of the Victorian Bushfire Reconstruction
and Recovery Authority .. says builders and other tradesmen will start work in the next
week.

But he says the first step is making sure survivors are safe .. informed .. given immediate
shelter .. family assistance and counselling.

And .. the fire fighter who gave an injured koala a drink during a tender moment in
a burnt out forest will be recognised by an animal rights group.

Victorian volunteer firefighter DAVID TREE gave "Sam" the koala a gulp of his water
bottle .. when he noticed her moving around on scorched paws in Mirboo North .. about
150km east of Melbourne.

The image has been broadcast on the internet and in newspapers .. capturing hearts
the world over .. and now his efforts have earned Mr TREE recognition from PETA.



Floods GG (INGHAM)

Cane growers in the Herbert River region expect to be hit hard by serious flooding
in the past two weeks .. possibly losing up to 20 million dollars in earnings .. with
this year's crop cut by up to 25 per cent.

Governor-general QUENTIN BRYCE has been briefed on the situation today .. as she visited
a farm just outside of Ingham in far north Queensland.

Hinchinbrook Shire mayor PINO GIANDOMENICO says at least 24 thousand hectares .. nearly
half of the cane growing area .. has been underwater for at least a day or two .. with
90 per cent of the community dependent on cane to keep the local economy going.



Rain NSW (SYDNEY)

A record 200 millilitres of rain has fallen in Bourke in northern NSW .. as the top
end of the state braces itself for flood conditions to continue over the weekend.

The Bureau of Meteorology says heavy falls are expected to continue over the central
north today .. followed by a deluge over the mid-north coast.

The bureau's monitoring the developing weather system .. and has issued a flood watch
and a severe weather warning for the area.

An uncle of the late actor HEATH LEDGER faces a sentence of up to 14 years' jail if
convicted on charges of receiving stolen machinery.

The 52-year-old from Woodbridge in Perth's north-east failed in a bid yesterday to
have the two charges dealt with by the West Australian Magistrates Court .. where each
would have attracted a maximum penalty of two years .. or a 24 thousand dollar fine.

West Australia police allege LEDGER paid for at least one of three stolen bobcats ..

valued at 137 thousand dollars .. which were found at Perth industrial sites in June and
July.

Police Prosecutor BOB RUNDLE told Midland Magistrates Court yesterday that a stolen
truck valued at 360 thousand was also involved in the alleged heist .. but was not found
in LEDGER'S possession.

LEDGER'S lawyer wants the matter handled in the magistrates court .. but magistrate
ALAN ROBERTS said he cannot ignore the fact that the charges are linked to a theft worth
almost half a million dollars.

SYDNEY, April 21 AAP - Prime Minister Kevin Rudd hopes a number of changes will come
out of the weekend's 2020 Summit, but that a change to the national anthem will not be
one of them.

Mr Rudd said the debate over whether the sometimes unpopular anthem, Advance Australia
Fair, should be replaced was settled a long time ago.

He said he would never want to change it because its lyrics spoke of an Australia we
should aspire to.

"I think the anthem says what we aspire to as a nation," Mr Rudd told ABC Television tonight.

"It does (stir me) and the reason it does is when you've got verses like, for those
who come across the seas we've boundless plains to share.

"That should be the resolve of any Australian government, unlike the one that we replaced
which seemed to pull up the shutters when it came to our proper international obligations,
particularly to refugees who found themselves in real strife."

Mr Rudd said Australia had bigger issues to consider for the future than changing the
national anthem.

"When it comes (to) constructing Australia in the 21st century, I think there are bigger
challenges ahead of us like fashioning the Australian republic ... than rewriting with
a team of musicologists a new national anthem," he said.

The remains of a fallen soldier have begun the journey home to Australia from Vietnam
.. after more than 36 years.

Lance Corporal JOHN GILLESPIE .. an army medic .. died in April 1971 when an RAAF helicopter
crashed and burst into flames in southern Vietnam.

It was believed at the time that all human remains had been consumed in the blaze ..

but a recent excavation of the site has discovered Lance Corporal GILLESPIE's remains.

His widow CARMEL HENDRIE and daughter FIONA PIKE were at Hanoi International Airport
yesterday .. to watch soldiers carry his casket to a waiting RAAF Hercules aircraft.

Lance Corporal GILLESPIE's remains will be returned to Melbourne for a formal ceremony tomorrow.

system.

response to problems with the health system.

He's told ABC radio the commonwealth has withdrawn funds from its total investment
in public hospitals.





Last week the prime minister launched an unprecedented intervention in a state health
system .. by promising to fund a hospital under threat in the marginal Liberal-held electorate
of Braddon .. to the tune of 45 million dollars a year.

Mr RUDD won't say whether Labor will support the bail-out of Mersey Hospital .. until
it has more information.

His Australian trip comes after a brief visit to Japan, during which he plans to snub

HOBART, Aug 26 AAP - Prime Minister John Howard says European countries need to play
their part in stabilising tensions in the Middle East.

The United Nations is trying to increase the strength of its 2,000-strong UN Interim
Force in Lebanon (UNIFIL) to 15,000 to help the Lebanese army assert its authority over
the Iranian-backed Hizbollah militia in southern Lebanon.

About 150 French soldiers arrived in Lebanon by ship yesterday, the second contingent
to join the UN peacekeeping force that is being beefed up to maintain a truce between
Israel and Hizbollah.

But Mr Howard said today European countries needed to contribute more troops.

"I hope that the countries of Europe finally come up to the crease in relation to the
stabilisation force in the Middle East," Mr Howard told the Liberals state conference
in Hobart.

"You need a force of 15,000 to effectively bring about stability in that part of the
world and unless that is forthcoming, then I do not hold optimistic hopes for how that
will work out."

Mr Howard has said he sees no value for Australia in committing troops to the conflict
in Lebanon when they are already heavily committed in numerous overseas conflict zones.

The committee's found no prima facie case for a breach of privilege or contempt ..

and recommended no further action be taken.

Police .. the Queensland Electoral Commission and the Crime and Misconduct Commission
had already cleared Mr QUINN.

BRISBANE, Dec 21 AAP - Queensland Premier Peter Beattie has ordered an inquiry into
why a teenage ward of the state lived for weeks in the same house as notorious paedophile
Dennis Ferguson.

Mr Beattie has asked the Department of Child Safety to explain why the 17-year-old
girl was found in a house at Miles, in western Queensland, when Ferguson was also living
there.

The arrangement was discovered on November 10, the same day Ferguson, 57, was charged
with the indecent assault of two girls, aged 4 and 5.

The girl, who was almost 18 at the time, had a history of absconding from foster carers
and then not telling the department where she was.

It is understood the girl went to Miles to live with her aunt and uncle - who were
not registered carers - with the knowledge of her mother.

Mr Beattie said the department did everything it could to "keep track" of the teenager
and removed her as soon as her whereabouts were known.

He said managing older teenagers is difficult for authorities as well as parents.

"But I'm not making excuses," Mr Beattie said.

"I will make the point that no that is not acceptable and the department will have
to explain that to the minister.

"We want a full report as to what happened here."

Ferguson was jailed for 14 years in 1988 for kidnapping three children and sexually
molesting them in a Brisbane motel.

He is currently in jail awaiting a court hearing in Brisbane next month over the latest charges.

Child protection advocate Hetty Johnston called on the Police and Corrective Services
Department to establish a more comprehensive monitoring system for paedophiles released
from prison.

The Bravehearts chief executive said she did not believe Queensland Child Safety Minister
Mike Reynolds should be blamed.

"It's about time we started protecting our children from people like Ferguson and find
better ways to monitor paedophiles in the community," she said.

"There has been a breakdown in the system but I don't think the minister should be
held responsible."

Liberal Leader Bob Quinn said the latest revelation was a "disturbing occurrence".

He called on Police and Corrective Services Minister Judy Spence to fast track a review
into electronic bracelets and other technology to monitor paedophiles.

"We already have registers for paedophiles but that isn't effective in monitoring the
whereabouts of such people," Mr Quinn said.

Mr Downer said in the statement that DFAT was working with Child Wise, an organisation
trying to prevent the exploitation of children overseas, on strategies to prevent child
sex abuse occurring at childcare centres in Bali.

The program involved training to assist hotels to improve screening and recruitment
procedures for staff and developing codes of conduct.

Since the allegations were raised, DFAT had also issued general information on children's
issues which suggested parents should research child care standards if they were planning
to place their children in childcare centres.

Mr Downer told Sky News that many childcare centres did not meet Australian standards.

"It is very important that we tell people that and we have specific advice for parents
travelling overseas," he said.

"But we can't claim a particular childcare centre is a place where paedophiles are
active if we don't have any hard evidence for that."

Mr Downer said it was unfortunate police were not able to determine who was responsible
for the abuse.

"We can't then turn around and accuse people of being responsible for the abuse if
we don't have any evidence," he said.

"I mean, if we were do to that you can imagine the consequences, including in terms
of legal suits that would follow."

STATEMENT OF JUDICIARY COMMITTEE CHAIRMAN LAMAR SMITH HEARING ON H.R. 1981, THE "PROTECTING CHILDREN FROM INTERNET PORNOGRAPHERS ACT OF 2011".

WASHINGTON, DC -- The following information was released by the office of Texas Rep. Lamar Smith:

Chairman Smith: Child pornography may be the fastest growing crime in America, increasing an average of 150% per year.

The Justice Department estimates that there are now more than one million pornographic images of children on the Internet. The Department also estimates that one-third of the world's pedophiles involved in organized pornography rings worldwide live in the US.

Since the National Center for Missing and Exploited Children (NCMEC) created the CyberTipline 12 years ago, electronic service providers have reported eight million images and videos of sexually exploited children.

The number of reports to NCMEC's CyberTipline of child pornography, child prostitution, child sex tourism, child sexual molestation, and online sexual enticement of children increased from about 4,000 in 1998 to 102,000 in 2008, an average increase of 200% per year.

H.R. 1981, the Protecting Children from Internet Pornographers Act, enables law enforcement officials to successfully locate and prosecute those who want to hurt our children.

Often, the only way to identify a pedophile who operates a website or exchanges child pornography images with other pedophiles is by an Internet Protocol address.

Law enforcement officials must obtain a subpoena and then request from the Internet Service Provider the name and address of the user of the IP address. Unfortunately, ISPs regularly purge these records, making it difficult if not impossible for investigators to apprehend child pornographers on the Internet.

H.R. 1981 directs Internet Service Providers to retain Internet Protocol addresses to assist federal law enforcement officials with child pornography and other Internet investigations.

This is a narrow provision that addresses the retention of only the Internet Protocol addresses the providers assign to their customers. It does not require the retention of any content. So the bill does not threaten any legitimate privacy interests of Internet users.

Some Internet Service Providers currently retain these addresses for business purposes. But the period of retention varies widely among providers, from a few days to a few months. And providers will even change their own retention periods from time to time. The lack of uniform data retention impedes the investigation of Internet crimes.

H.R. 1981 requires providers to retain these records for 18 months. This mirrors an existing FCC regulation that requires telephone companies to retain for 18 months telephone toll records, including the name, address and telephone number of the caller, plus each telephone number called and the date, time and length of the call.

In effect, this bill merely applies to the Internet what has applied to telephones for decades.

Without the identity of the perpetrator, law enforcement officials cannot track down pedophiles, so they continue to threaten our children.

The Justice Department describes a disturbing trend in child pornography - that pedophiles who document their sexual abuse of children will only exchange images with other pedophiles who do the same. The result is that people who may have previously only viewed these images now have the incentive to sexually abuse children and produce their own images.

Data retention enables law enforcement officials to catch the abusers and save the children being abused.

Critics contend that data retention is unnecessary because current law already requires ISPs to preserve records at the request of law enforcement agents for 90 days. But ISPs can only preserve the information they still have. By the time investigators discover the Internet child pornography and make the request under this provision, the provider has often already purged the Internet Protocol (IP) address records.

Both Democratic and Republican Administrations have been calling for data retention for a decade.

In January, the Justice Department testified that short or even non-existent retention by providers frustrate criminal investigations.

Every time a provider purges its IP address records, it erases forever the evidence needed to save a child.

In hearings before the Committee this spring, both Attorney General Holder and FBI Director Mueller testified that data retention is invaluable to investigating child pornography and other Internet-based crimes.

H.R. 1981 also creates a new federal offense allowing for federal prosecution of any person who conducts a financial transaction knowing that it will facilitate access to child pornography.

This bill strengthens protections for child witnesses and victims, who are often subjected to harassment and intimidation throughout the trial period. The bill allows a federal court to issue a protective order if it determines that a child victim or witness is being harassed or intimidated and imposes criminal penalties for violation of a protective order. And the bill increases penalties for child pornography offenders in cases that involve children less than 12 years old.

Parents, who once relied on the four walls of their homes to keep their children safe, are now faced with a new challenge. The Internet has unlocked the doors and opened the windows.

The Internet has proved to be of great value in many aspects of our lives. But it has also become a virtual playground for sex predators and pedophiles to distribute child pornography images and encourage others to engage in child pornography.

Experts offer do's and don'ts of employment verification.(Immigration)

Recently, Immigration and Customs Enforcement officials audited the popular burrito chain, Chipotle Mexican Grill, Inc., which fired hundreds of illegal workers as a result. Using Chipotle as a cautionary tale, employers cannot turn a blind eye to illegal workers, as Chipotle allegedly did - one woman claims she gave the company two false social security numbers when applying for positions within the company.

As federal and state governments crack down on workers unlawfully employed in the United States, employers should take extra care that they are covering all of their bases lest they be subject to large fines or even jail time.

Even though only the federal government can regulate immigration, some states, like Arizona, passed even more stringent immigration laws, when the state last year notoriously approved SB 1070. Though court rulings have prevented key provisions from implementation, the Arizona controversy took enforcement of federal law a step further.

"One of the biggest legal challenges to the Arizona law is: Can a state pass immigration laws, or is the Federal government the exclusive body to regulate in the arena of immigration?" questions Bruce A. Larson, associate at the Irvine, Calif., office of Fisher & Phillips LLP.

Experts believe the Arizona case most likely will end up before the Supreme Court, at which time employers will have a better grasp on whether states can regulate or enforce immigration laws.

As it currently stands, the Department of Homeland Security confirms that more than 238,000 employers now use E-Verify, an Internet-based system that allows employers to authenticate information reported on an employee's Form I-9, or Employment Eligibility Verification, to determine eligibility to work in the United States.

In all cases, employers must have a properly completed I-9 form for all current employees and must retain I-9s for former employees for either one year after termination or three years after hire, whichever is later. Thus, the onus for complying with federal employment verification law lies solely with employers - a disconcerting reality, given that I-9 audits have increased in recent years.

"In one way, yes, [E-Verify] gives [employers] a tool to make sure they're not hiring someone illegally, but it's not failsafe, and if something does happen, all the consequences go to the employer. In that way it gets a little bit tricky," says Shannon Hickey, an office administrator and legal assistant for a criminal, immigration and personal injury firm, who has extensive experience in dealing with the nuances of immigration laws and enforcement, and who adds that she's previously lost co-workers who failed the E-verify test, a very "personal thing, because they were part of the family and part of our crew."

On a professional level, "the law just makes everything a little bit more complicated," she adds.

There's a lot more paperwork, for one. Forms are constantly being updated, and an HR/benefits manager who is required to E-Verify - either by state law or company policy - needs to relentlessly monitor the DHS website. There are multiple retraining opportunities through webinars, but for the most part, employers are responsible for updates.

"The verification process is even more complicated for the employer because you're not supposed to be involved in it," Hickey says. "The main point is not to discriminate even though the law is set up to discriminate."

Don't act on doubts alone

Federal law states that employers must verify an employee's eligibility to work no more than three days after hire.

"For HR managers, when [a new hire] comes in that's the first thing we do, because [a company] could get stuck between a rock and a hard place," Hickey says. "You have to get it done right away, and if you don't, then you're in real trouble."

And what happens when a red flag is raised during the verification process? "Handling a ... red flag is very tricky, and there are very strict guidelines that have to be followed when that happens. Basically, the employer has to take a step back and do everything through this government process and these forms," Hickey says.

Among those government processes and forms are "no-match" letters, officially known at the Social Security Administration as "Employer Correction Requests." When an employer receives a no-match letter, it means that the Social Security number the employer provided for an employee doesn't match SSA's records.

SSA recently has begun sending no- match letters again, after the practice was suspended in 2007 due to legal challenges. However, the new letter specifically details that the employer cannot use the letter to take an adverse employment action, like firing the employee. Rather, an employer can only inform the employee to go to a local SSA office to resolve the situation.

Unfortunately, the revamped letter does not tell an employer what to do if an employee does not take care of the no-match problem. Experts recommend discussing the letter with the employee, making sure to document the conversation by having him sign a document attesting that he saw the letter and was told to address the situation. Further, explain to him his rights and that the employer can't make any termination decisions until they hear from the government.

Larson recommends employers give an employee up to 90 days to address a "no match" situation, being careful to document all steps in the process to show a good faith effort to comply.

An H1-B employee is a worker who is eligible to work in the United States under a temporary work visa. When hiring an H1-B employee, employers should follow traditional processes, but instead of a Social Security number, enter a work visa ID, and reverify the ID once the expiration date comes up.

If an employer is audited and caught knowingly hiring undocumented workers, then they could face six- or seven-figure fines, or even jail time.

For one hour on two days in April last year -- the noon hour, to be specific -- the newspaper and magazine websites of 27 publications, along with TMZ.com, were ad-free, except for a link to the Chipotle Facebook page, where viewers learned they were getting a break from junk advertising and junk food.

Designed to stress Chipotle's commitment to additive-free meat, organic produce and small family farmers, the advertising strategy was the work of Compass Point Media, part of the Campbell Mithun ad agency, which bought up all the ad space on those websites for that hour on behalf of Chipotle.

The move demonstrates the length to which marketers will go into the ever-growing, ever-changing digital and social world to get their brands in front of potential customers -- and perhaps the sales that go along with it.

For Chipotle the "Junk Free Lunch" worked.

"We saw same-store sales increase 9 percent last year. We more than doubled the number of Facebook fans," said Chris Arnold, director of communications for the popular Denver-based fast food chain, noting that not all of those results could be directly traced to the Junk Free Lunch campaign. "It was a good program for us."

Evolving at warp speed

Digital and social marketing have been around a good part of the decade, but only in recent years has it begun to accelerate at mind-boggling speeds.

Evolving technology -- think smartphones that seemingly add a new "G" monthly and tablet-based devices like the iPad -- has revolutionized the way advertisers can reach consumers. It's like putting a laptop in someone's pocket.

Ad agencies have taken notice and responded in kind.

Campbell Mithun, which used a Twitter contest last month to select six interns for the summer, expects the digital media billings by Compass Point Media to increase by 67 percent this year.

"We have a Facebook specialist. We have a content specialist. We have a listening specialist," said Chris Wexler, Compass Point's group planning director. "The market is so complex. But we're not looking for clicks. We're talking about moving products off shelves."

At Colle+McVoy, digital work has grown from 5 percent of total output to 40 percent in five years. In the past year alone, the Minneapolis agency added 15 digital specialists to its workforce, bringing its total of specialists to 50.

The digital team at Periscope exceeds 40, up more than a third from three years ago. Indeed Periscope last week launched an integrated marketing campaign for Papa Murphy's Pizza that, in addition to print, television and radio, includes two advertisements on YouTube as well as entries on Papa Murphy's website and Facebook page urging consumers to "Join the take n' bake revolution."

"The iPhone changed everything in 2007," said Periscope's Doug Nichols. "The iPad changed everything again. We're seen huge growth across all sectors."

Feeling guilty

Even smaller agencies are enjoying the fruits of the digital marketplace.

Morsekode, a marketing agency in Bloomington, is planning on doubling its 19-employee workforce in a time when many small marketing agencies are closing up shop. In 2010 alone, Morsekode's revenue grew by more than 40 percent.

"We keep seeing other agencies close and feel guilty, because we're not experiencing any of that here," said Mark Morse, founder and the Morsekode agency principal.

Part of its success is based on the agency's dedication to incorporating digital marketing into campaigns, now possible because of an in-house division of Morsekode called Brand Motion.

Brand Motion, which began in 2008, is a digital media production department within the agency that has the capacity to produce video content, design Adobe Flash-animated websites, and develop apps for clients.

The use of video and websites is a proven method for increasing customer interest in a product, said John Purdy, clinical professor at the University of St. Thomas Communications and Journalism Department.

"Using video can allow for more of an emotional bond for a consumer," Purdy said. "Videos can have scenery, setting, maybe some plot. It's like the move from print to television advertising."

A Forrester Research report called the rise in online video-consumption "profound," concluding that 60 percent of Internet users watch some form of video whenever they surf the Web, up from 41 percent in 2007.

Not everyone's convinced

But for some companies, the jury is still out on the social media aspect of digital marketing. A survey of marketers by the World Federation of Advertisers and the research firm Millward Brown found that only 23 percent of respondents were convinced that they were getting a good return on their social media investment while 18 percent said the return was average and 9 percent described their return as poor.

Nonetheless, all but one of the 24 surveyed marketers said they expect to increase their time and money spent on social media in the coming year.

But social media advertising is only one aspect of the digital marketing world.

Morsekode, for instance, applied its technical savvy to a new mobile scan-tag campaign for EcoWater systems, the manufacturer of Whirlpool products. Customers soon will be able to use their smartphone to scan a Microsoft scan tag, which will then pull up a micro-website on their phone where they can read product information, use the interactive online rebate, watch videos featuring the product or read customer reviews.

"It really takes a lot of weight off of the sales personnel in the store," Morse said. "A lot of clients are becoming interested in this technology and leveraging it."

"We've been very happy with the content Morsekode has developed and the traffic they've generated for us so far," said Marty Christiansen, vice president of retail sales for St. Paul-based EcoWater Systems.

Does the rapid growth in digital advertising mean the beginning of the end for more traditional print and broadcast avenues?

Not really, said Compass Point's Harvin Furman, the director of market investments. "For years we've been hearing how digital will kill TV, but last year TV consumption was at an all-time high."

Wexler agreed.

"The last telegraph was sent in 2009," he said of the 19th-century breakthrough communications technology. "It takes a long time for media to die."

Visa, MBNA and De La Rue Launch Multi-Function Smart Card Program

MBNA is Testing Microchip-Based Visa Cards at its Corporate Headquarters

WILMINGTON, Del., July 6 /PRNewswire/ -- Visa U.S.A., MBNA America Bank, N.A., and De La Rue Card Systems have begun to test a multi-function smart card, providing a "snapshot" of how microchip-based bankcards for consumers are likely to take hold in the United States. The program is the nation's first to combine credit, stored value and loyalty functions on a single smart card.

The Visa smart card, to be issued by MBNA, the largest independent credit card lender in the world, will place the functions of several traditional bankcards onto a single microchip, giving consumers access to two payment products -- Visa Smart Credit and Visa Cash stored value or "e-cash" with public key encryption for secure transactions. The new card will also contain a loyalty application that enables cardholders to accrue frequent-shopper points and redeem them for rewards with designated merchants at MBNA's corporate headquarters.

The cards will feature advanced microprocessors developed by De La Rue, known for its high-end, multi-function chip cards. The first public key application of Visa Cash in the United States, the cards have a feature-rich loyalty function allowing up to nine different reward programs. The rewards and award thresholds of the loyalty applications can be easily changed to target different cardholders. De La Rue is also providing complete card management and transaction collection for MBNA.

MBNA will test the multi-function Visa smart card with its on-site food and merchandise vendors, which serve more than 2,000 MBNA people. Cardholders can earn frequent-shopper points for all chip-based purchases they make from merchants, and can redeem their points for discounts on merchandise at the point of purchase. In addition, cardholders can receive free merchandise after they have purchased a designated number of items. For example, when a customer buys three entrees at one of the company's dining facilities, a fourth entree can be immediately awarded at no cost.

Unlike most popular closed system programs, the pilot makes use of open architecture and standards which will allow the program to easily be adapted and used elsewhere.
